10 Acre Exemption - Instructions

 
STEP INSTRUCTION DESCRIPTION RESPONSIBILITY
1.

The following items will be required at the time you apply for a 10 Acre Exemption:

  1. Directions to and map of property if available.

  2. Property Tax ID Number.

  3. Driver's License Photo ID of applicant.

  4. Application fee (see the Fee Schedule for your specific fee.)

  5. If you are not the property owner, we need a written and signed note from the property owner giving you permission to make this application.

Bring the above information to the Washington County Sewage Council (WCSC) office and make application for the 10 Acre Exemption.

The 10 Acre Exemption Worksheet will be sent to your Municipality in order to verify the following:

  1. The municipality has not enacted an ordinance requiring a permit regardless of lot size.

  2. The on-lot septic system will serve a residential structure.

  3. The residential structure be occupied by the property owner or a member of the property owner’s immediate family.

  4. The residential structure and the on-lot septic system to be located on a contiguous tract of land of 10 acres or more

  5. The property owner owned the property as of January 10, 1987.

  6. The property owner did not transfer ownership of one lot, 10 acres or more, subdivided from the parent tract after January 10, 1987 to a member of their immediate family by utilizing a 10 acre exemption.

4. A qualified officer of the property owner's municipality fills out the 10 Acre Exemption Worksheet, dates and signs it, and sends it back to the WCSC office. Qualified Officer of the Municipality
5. If the 10 Acre Exemption Worksheet verifies the property owner's qualifications to apply for a 10 Acre Exemption, the WCSC assigns a Sewage Enforcement Officer (SEO) to the 10 Acre Exemption application. WCSC
6. The SEO will call the property owner to schedule an inspection appointment. SEO
7. The SEO inspects the property and determines if the property owner qualifies for the 10 Acre Exemption - particularly if the property meets the required isolation distances from the proposed septic system site. SEO
8. The WCSC/SEO will notify the property owner whether the exemption is granted or denied.   WCSC/SEO
9. If the exemption is granted, an official confirmation form will be furnished to the property owner, and this can be used in lieu of a septic permit for obtaining your building permit from your municipality. WCSC
