Connect to Existing System - Instructions

 
STEP INSTRUCTION DESCRIPTION RESPONSIBILITY
1.

The following items will be required at the time you apply for an existing system connection:

  1. Directions to and map of property if available.

  2. Property Tax ID Number.

  3. Driver's License Photo ID of applicant.

  4. Application fee (see the Fee Schedule for your specific fee).

  5. If you are not the property owner, we need a written and signed note from the property owner giving you permission to make this application.

2.

Bring the above information to the Washington County Sewage Council (WCSC) office and make application to connect to the existing system.

3.

The Existing System Connection Worksheet will be sent to your Municipality in order to verify one of the following:

  1. The existing on-lot system was occupied within the last 12 months.

  2. The existing on-lot system was vacated prior to the last 12 months, however, connection to the system is acceptable to the municipality if it meets WCSC rules.

  3. The existing on-lot system was vacated prior to the last 12 months, however, connecting to the system is NOT acceptable to the municipality.

4. A qualified officer of the property owner's municipality fills out the Existing System Connection worksheet, dates and signs it, and sends it back to the WCSC office. Qualified Officer of the Municipality
5. If the Existing System Connection form verifies the municipality's approval to connect to an existing system (letters 'a' or 'b' in Step 3 above), the WCSC assigns a Sewage Enforcement Officer (SEO) to the Existing System Connection application. WCSC
6. The SEO will call the property owner to schedule an inspection appointment.

Please Note: If the previously existing building was not in use within 1 year of the anticipated date of construction or installation of the new building (letter 'b' in Step 3 above), the property owner shall have the lid of the septic tank exposed for the first SEO inspection.

7. The SEO will inspect the general property area to see of there is any indication of a previous septic system malfunction. SEO
8. The SEO will inspect the general system area to determine that there is no visual situation that would indicate that the connection would not operate properly. SEO
9. If the inspections (in Step 7 & Step 8) fail, the SEO shall inform the property owner and additionally that they must come into the WCSC office and apply for a regular on-lot septic system repair permitNote: There will be an additional fee for this repair application.  SEO / Property Owner
10. If the inspections (in Step 7 & Step 8) pass, the SEO shall inform the property owner and the WCSC office will send a letter to the applicant indicating the situation is "deemed adequate".  This letter can be used in lieu of a sewage permit when applying to the municipality for a building permit.
