Temporary Residence - Instructions

 
STEP INSTRUCTION DESCRIPTION RESPONSIBILITY
1.

The following items will be required at the time you apply for a 10 Acre Exemption:

  1. Directions to and map of property if available.

  2. Property Tax ID Number.

  3. Driver's License Photo ID of applicant.

  4. Application fee (see the Fee Schedule for your 

  5. If you are not the property owner, we need a written and signed note from the property owner giving you permission to make this application.

Bring the above information to the Washington County Sewage Council (WCSC) office and make application for a Temporary Residence approval.  

(Note: You will fill out two short forms.  The first is a worksheet, which is sent to your municipality verifying your qualifications.  The second is a "special conditions" form, which will be your approval letter once all steps are successfully completed.)

Property Owner

The Temporary Residence Worksheet will be sent to your Municipality in order to verify the conditions of your temporary residence.

4. A qualified officer of the property owner's municipality fills out the Temporary Residence Worksheet, dates and signs it, and sends it back to the WCSC office. Qualified Officer of the Municipality
5. If the Temporary Residence Worksheet verifies the property owner's qualifications to apply for a Temporary Residence permit, the WCSC assigns a Sewage Enforcement Officer (SEO) to the Temporary Residence Special Conditions form. WCSC
6. The property owner shall call the SEO to schedule an inspection appointment. Property Owner
7. The SEO will inspect the general property area to see of there is any indication of a septic system malfunction. SEO
8. The SEO will inspect the general system area to determine that there is no visual situation that would indicate that the additional connection would not operate properly. SEO
9. If the inspections (in Step 7 & Step 8) fail, the SEO shall inform the property owner and additionally that they must come into the WCSC office and apply for a regular on-lot septic system repair permitNote: There will be an additional fee for this repair application.   SEO / Property Owner
10. If the inspections (in Step 7 & Step 8) pass, the SEO will send a letter to the applicant indicating the situation is "deemed adequate", and this letter can be used in lieu of a sewage permit when applying to the municipality for a building permit. SEO/WCSC
